The successful candidate will be part of a team which will provide worldwide support for Army Sustainment Command's move to the new Single Army Logistics EnterpriseAs SALE 2 Liaison Officer for the US Army Sustainment Command (ASC), headquartered at Rock Island Arsenal, Illinois; work with the ASC-HQ SALE Core Team (ACT), as the ACT’s “eyes, ears and hands” to the various sites and provide technical support, to ensure the ASC SALE solution contains the following functionality and characteristics:a) Near real-time system functionalityb) Maintenance and Property Accountability business processes that are integrated to support the ASC mission(s)c) Improved overall visibility of specific business process data required to meet mission goalsd) Identification of shortfalls within the developed system(s), (e.g., lack of current/good data, etc.)e) The required scans for the management of legacy systems are in accordance with the ACT directionf) All required reports are in the format as specified by the ACT/COR (Contracting Officer’s Representative)g) If additional LRC functionalities are planned for development into the ASC SALE ERP, ensure supporting business processes are integrated to support all ASC mission(s).Principle Duties:SALE 2 Liaison Officer, as ASC-HQ's face to the customers across various ASC sites, have a high profile role to deliver a visible positive effect on the end-to-end rollout of SALE Solutions; directly supports tasking associated with ASC SALE transformation projects at ASC LRC and other ASC sites as directed. Serve as liaison and technical representative to ASC Army Field Sustainment Brigade/Battalions and LRC, to both the workforce and leadership. Provide technical support for ASC site Business Transformation activities to include: a) Data cleansing – Perform actions to ensure successful and accurate data cleansing and that data integrity is maintained during the migration of each functional legacy system.b) Pre/Post Go-Live support - Provide on-site support to the various activities migrating to GCSS-A Wave 2.c) Remedies - Research errors and issues and provide remedies. Ensure software upgrades and patches are applied as warranted. Ensure network connectivity, i.e. requisite IP addresses and ports are reserved for SALE. Printers have the proper Barcode DIMM chips installed.d) Cutover planning – Coordinate and assist the sites in shutting down legacy systems and seamless transition to GCSS-A Wave 2.e) Role Mapping - Map users to access roles necessary to fulfilling their functional roles – all roles are restricted to a “need-to-know” basis.f) Enterprise Mapping - Analyze and identify current ASC business processes and functions at sites to ensure they are accounted for and are aligned with the GCSS-A Wave 2 solution. This requires technical knowledge to crosswalk the legacy systems to the new transaction codes and processesg) Help desk readiness - Serve as tier 1 in the help desk triad; 1st line of assistance to resolve technical issues & questions at the sites within area of responsibility. With elevated super user roles, technical experts can traverse all applicable transaction codes and user roles to isolate and correct transactional errors, then provide corrective procedures to mitigate future errors.h) Establish roles and Responsibilities - Analyze and ensure that all users have the proper roles/responsibilities assigned.i) Provide site executive education - Brief and educate the site leadership as to what support/resources will be required from them in the transformation to GCSS-A Wave 2.j) Continuity of operation plan (COOP) - Assist the sites in developing a COOP to ensure data is not lost during the cutover.k) Training – Coordinate and provide on-site hands-on training.l) Coordinate with Logistics Support Activity (LOGSA – operator of the Army’s Logistics Information Warehouse (LIW) Portal which serves as the backbone of the logistics support hub through integration with GCSS-A), PMO GCSS-A (Program Management Office, responsible for the worldwide deployment of GCSS-A), and other enterprise stakeholders.Additionally, provide daily/weekly/monthly detailed written reports and other documentation as required to support successful ASC GCSS-A Wave 2 transformation. Participate in weekly teleconferences and/or Secure Video teleconference (S-VTC) to discuss concerns, conflicts and constraints that may impact GCSS-A Wave 2 transformation within their area of responsibility. All work shall be performed with extensive communication between the ACT/COR and the contractor. The goal shall be to provide maximum knowledge transfer from the technical expert to the above-mentioned ASC personnel prior, during and after Go-Live at each site. Required Skills: General Experience: A minimum of four years of multifunctional logistics domain experience to include some supervision experience and/or mentoring/training new system users and/or software programming/testing/analysis/database administration. In depth understanding of all legacy systems and processes that will be subsumed by Army Logistics IT Transformation and the Single Army Logistics Enterprise (SALE) construct and Enterprise Resource Planning (ERP) systems into Global Combat Support System – Army (GCSS-A) Wave 2 (SAMS-E/SAMS-IE and PBUSE). Working understanding of functionality of GCSS-A Wave 1, Army General Fund Enterprise Business System (GFEBS), the Army War Reserve Deployment System (AWRDS) and Item Unique Identification. Personnel who have experience with both US Army Logistics IT software development and user support experience are preferred for this position.Specialized Experience: At least 2 years direct hands-on experience, either as system administrator, software developer (programmer / analyst / tester) or elevated super user, developing / managing / operating / troubleshooting / maintaining / interface programming with the following US Army legacy logistics domain STAMIS: SAMS-E/SAMS-IE and PBUSE. Similar experience in AWRDS in a plus. Understanding of US Army tactical and US Army Logistics Readiness Center (LRC) property accountability and maintenance operations. Additional Requirements: Physical Demands:Certain operations may require the individual to lift and move computer and other equipment of approximately 50 lbs in weight. Position may require bending, kneeling, or crawling to get to cables under and behind furniture.Work Environment:Work environment is typically indoors in an office environment. During peak times extra hours will be required. The duty station for this position is located in Sagami, Japan. Certain operations may require 24-hour support.
